National Indigenous Reform Agreement: Performance report for 2009–10

This is the council’s second year report on the National Indigenous Reform Agreement, reporting progress against the objectives and outcomes compared to the baseline data summarised in the 2008–09 report on performance.

This report was submitted to COAG on 29 April 2011, and publicly released on 8 June 2011.

The 2010 NAPLAN results were also released on 29 April 2011, and therefore could not be included in the council’s report. At COAG’s request, the council has published a supplement, with an analysis of the 2010 NAPLAN results for Indigenous students.

This supplement was publicly released on 8 June 2011.

This report was considered by COAG at its 19 August 2011 meeting. COAG's response to the report can be found on the COAG website.

National Partnership Agreement on Indigenous Economic Participation: Early assessment of progress

The COAG Reform Council was asked by COAG to provide an early assessment of progress under the National Partnership Agreement on the Indigenous Economic Participation (IEP NP) in response to delays in implementing the Agreement.

The IEP NP is the framework for the Commonwealth, States and Territories, apart from Tasmania, to work together to meet the COAG target to halve the gap in employment outcomes between non-Indigenous and Indigenous Australians within a decade.

Overall, the council found that while significant progress had been made since December 2009, there was still much work to be done to ensure that jurisdictions met their targets.

This advice was submitted to COAG on 9 July 2010.

COAG publicly responded to this advice at its 13 April 2012 meeting. COAG's response can be found on the COAG website.

National Indigenous Reform Agreement: Baseline performance report for 2008–09

The COAG Reform Council’s National Indigenous Reform Agreement: Baseline performance report for 2008–09 brings together much of the existing data on the gaps between Indigenous and non-Indigenous Australians on various measures of economic and social wellbeing.

It also outlines the commitments COAG has made to effect real change in the lives of Indigenous Australians.

This report was submitted to COAG on 30 April 2010, and publicly released on 4 June 2010.

COAG publicly responded to this report at its 19 August 2011 meeting. COAG's response can be found on the COAG website.
