National Affordable Housing Agreement: Performance report for 2009–10

This is the council’s second year report on the National Affordable Housing Agreement, reporting progress against the objectives and outcomes compared to the baseline data summarised in the 2008–09 report on performance.

This report was submitted to COAG on 29 April 2011, and publicly released on 8 June 2011.

National Partnership Agreement on Homelessness: Early assessment of progress

The COAG Reform Council was asked by COAG to provide an early assessment of progress under the National Partnership Agreement on Homelessness (Homelessness NP) in response to the difficulties in measuring progress against benchmarks of the Agreement.

The Homelessness NP is the framework for the Commonwealth, States and Territories to work together to reduce homelessness.

We found the Homelessness NP’s performance reporting framework was—by and large—unworkable, and recommended a review to develop and implement a simplified performance reporting framework.

We submitted this advice to COAG on 9 July 2010.

The COAG Reform Council’s National Affordable Housing Agreement: Baseline performance report for 2008–09 is an assessment of the progress of the Commonwealth, State and Territory governments towards the six outcomes in the National Affordable Housing Agreement.
