Seamless National Economy: Report on Performance

COAG’s seamless national economy reforms are aimed at promoting competition, boosting productivity, improving labour mobility, and reducing business compliance costs by removing unnecessary or inconsistent regulation.

In our latest report we found that 37 reforms have been completed or are on track.

We also found that 12 reforms are at risk. Key ‘at risk’ reforms due to be completed by December 2012 include:

  • harmonised occupational health and safety laws
  • a national trade licensing system
  • a nationally consistent approach to the imposition of personal criminal liability on company directors
  • national regulation of the legal profession
  • better regulation of chemicals and plastics.

This third report assesses progress by Commonwealth, State and Territory governments over the period from 2008–09 to 2010–11. It is the first report to inform Commonwealth Government decisions on whether States and Territories should receive up to $200 million under the first tranche of reward payments.

Our report makes recommendations to COAG about addressing the at risk reforms, reinvigorating energy reform and improving implementation plans.

The report was submitted to COAG on 21 December 2011, and publicly released on 3 February 2012. This report was considered by COAG at its 13 April 2012 meeting. COAG's response to the report can be found on the COAG website.
