Housing affordability

Under the National Affordable Housing Agreement, Australian governments have agreed to work together to ensure people have access to affordable, safe and sustainable housing that contributes to social and economic participation.

The National Affordable Housing Agreement is a framework for improving outcomes across the board—for renters and home buyers, for those receiving housing assistance and for those who are not, and for those who have access to housing and those who are excluded.

The role of the COAG Reform Council is to report to COAG on the progress of the Commonwealth, State and Territory governments under the National Affordable Housing Agreement and three associated National Partnerships.

The six outcomes under the National Affordable Housing Agreement are:

  • People who are homeless or at risk of homelessness achieve sustainable housing and social inclusion
  • People are able to rent housing that meets their needs
  • People can purchase affordable housing
  • People have access to housing through an efficient and responsive housing market
  • Indigenous people have the same housing opportunities (in relation to homelessness services, housing rental, housing purchase and access to housing through an efficient and responsive housing market) as other Australians
  • Indigenous people have improved housing amenity and reduced overcrowding, particularly in remote areas and discrete communities.

There are three National Partnerships associated with the National Affordable Housing Agreement:

  • National Partnership on Social Housing
  • National Partnership on Homelessness

The following National Partnership is associated with both the National Affordable Housing Agreement and the National Indigenous Reform Agreement:

  • National Partnership on Remote Indigenous Housing
